This week's signal across China's CNC sector is double-barreled: AI is moving onto the spindle itself, and the policy window for domestic high-end five-axis is cracking open.
For years, "AI in CNC" meant a separate CAM station or a cloud dashboard. This week's reporting shows the boundary dissolving: AI is now sitting inside the controller and inside the trial-production loop, not beside them. Three of the week's biggest stories — Huazhong CNC's chip-level AI controller, the East Zhejiang center's 0.1-second in-cycle optimization, and Qisu Tech's AI-CAM desktop five-axis — all push in the same direction: collapsing the distance between the model, the code, and the cut.
Layered on top is a demand-and-policy story. Beijing's 15th Five-Year Plan lists industrial mother machines (工业母机) as a national core-strategic industry and is using a RMB 200bn ultra-long special sovereign bond — with 1.5%–2.5% interest subsidies — to push enterprises to scrap old three-axis machines and buy high-end five-axis. Three demand pools are firing at once: EV integrated die-casting, humanoid-robot precision parts, and aerospace. For domestic five-axis makers, that is a window that rarely opens this wide.
Huazhong CNC (华中数控, 300161.SZ) — the Wuhan-based domestic CNC-system maker — was featured by Hubei TV's "Enterprise Innovation" segment on July 27. The headline product is the HNC 10-type (华中10型), described as the world's first CNC system with an embedded AI chip, and the first Chinese industrial-mother-machine "brain" to be named to the World Top 10 Intelligent Manufacturing Science & Technology Advances (late 2025).
The more strategically interesting move is commercial. Chairman Chen Jihong said Huazhong is shifting from a pure vendor relationship (easily swapped on price or geopolitics) to an open-ecosystem model: opening the technology platform and hardware interfaces to machine-tool OEMs, moving from "selling core parts" to "sharing core technology." That mirrors the playbook KEDE uses with its GNC system (see Issue #1) — controller autonomy as a moat — but Huazhong is opening it outward to win OEM adoption.

On July 30–31, Xinhua, China News Service and Zhejiang Daily's "Vibrant China" (活力中国调研行) tour converged on the Zhejiang High-End CNC Machine Tool Technology Innovation Center in Wenling, Taizhou — the facilitating body of the East Zhejiang Industrial Mother-Machine Cluster (Taizhou + Hangzhou + Ningbo + Jiaxing). The cluster's output is reported at over one-quarter of the national total, and it is a designated national advanced-manufacturing cluster.
Component-level wins dotted the coverage: Beiping Machine Tool's nine-axis five-linkage tool grinder achieved import substitution; MeiGeLi's rail-milling cutter matches foreign performance at one-third the cost; Sanhe CNC's five-axis turn-mill composite turret broke the Japan/Germany monopoly. The pattern: the cluster is using a shared AI trial platform to compress the time from lab-grade prototype to shippable machine.

Jugang Precision (巨冈精工, Ningxia) entered final commissioning on July 22 and expects to start production this quarter. The framing is blunt: the 15th Five-Year Plan makes industrial mother machines a national core-strategic industry, and a RMB 200bn ultra-long special sovereign bond with 1.5%–2.5% interest subsidies is pushing enterprises to retire old three-axis machines and upgrade to high-end five-axis. When that policy meets three demand pools firing at once, the window for domestic high-end five-axis is unusually wide.

Two technical threads run through the lineup: AI intelligence (dynamic error compensation, adaptive cutting, closed-loop detection for unattended precision volume) and process compositing (self-developed torque-motor direct-drive swing heads, e.g. A30LIIS, that fold multiple operations onto one machine and kill re-clamping error).

The capital signal matters: money is flowing into AI-CAM software (Qisu) and system+machine bundling (Jutuo×Weihong) — not just more iron. That aligns with the week's broader theme: the differentiator is increasingly the brain, not the body.
On July 15, MIIT's Equipment Industry Development Center published the 2026 Industrial Mother-Machine Innovation Product list, and the Bao-Han-Tian cluster (Baoji / Hanzhong / Tianshui) had 10 products selected — spanning high-end whole machines, core functional parts and heavy forging equipment. Notable picks: Qinchuan's HMC1200/5S five-axis horizontal machining center, Baoji Machine Tool's CK7550-ATC CNC lathe, Hanjiang Machine Tool's SGK74 high-precision ball-screw grinder, and Tianshui Forging's large auto panel-forming machine. Multiple entries are described as breaking "choke-point" (卡脖子) core tech and reaching international-advanced specs.

The week's two threads — AI moving into the controller and a policy-and-demand window for five-axis — are not unrelated. AI lowers the skill barrier to using high-end five-axis (voice programming, auto-optimization, self-diagnosis), which is exactly what broadens the addressable market just as subsidies pull demand forward. Expect the next quarters to reward makers that can ship "smart five-axis at scale" — and to penalize those still selling dumb iron. The open question for overseas buyers: how much of this AI capability travels with the export machine, and how much stays behind a domestic-only software/services wall.
