First, the 15th Five-Year Plan (十五五) puts the industrial mother machine at national-strategy level, which steers R&D funding, talent and state-connected procurement toward domestic makers. Second, the MIIT's 147 machine-tool innovation cases (announced 2026-07-04) act as a public showcase and de-facto qualification list that pulls users toward listed products. Third, China's own export-control compliance — e.g. the General Administration of Customs Announcement No. 77 (issued 2026-06-09, effective 2026-06-30) tightening declaration rules for lathes, mills and grinders — signals a maturing, rules-based domestic industry rather than a loose one.
The clearest progress is in the motion-execution chain: spindles, linear motors, direct-drive rotary tables and the surrounding servo systems are now built in-house by a growing set of Chinese vendors, some of whom (Gree among them) transferred know-how from appliance motor and compressor businesses. The CNC controller — once almost entirely FANUC/Siemens — is now at an estimated ~31.9% domestic share, with players such as Huazhong CNC building China's own GNC-class systems.
The honest remaining work is in the measurement and ultra-precision base parts — the highest-grade bearings and gratings — where some imports are still used even by advanced domestic makers. This is an active investment area (dedicated component parks, joint ventures), not a closed gap, and it is the main reason premium German/Japanese brands still lead on the deepest certified tolerances and long-term accuracy retention. For overseas buyers, the practical takeaway is simple: the credible alternative set has expanded. Five years ago, a non-Chinese buyer needing five-axis essentially chose between German, Japanese and Taiwanese brands. Today, Chinese makers offer application-focused machines at shorter lead times and materially lower total cost — often a third of a true imported five-axis for robot-component work.
Gree is a useful example. Its five-axis line (GA-FA320, GA-UHD500, GA-FM3020 gantry, GA-VT540) is built around scenarios — EV parts, robot joints, 3C housings — and Gree states self-developed repeatability around 0.006 mm, with the high-speed GA-UHD500 at 0.004 mm positioning. Gree's chairwoman published in People's Daily (2026-07-31) that its self-developed five-axis reaches 0.003 mm accuracy and is in volume supply to several new-energy-vehicle makers; its Zhuhai (Jinwan) plant was named among the MIIT's first batch of "navigator-grade" smart factories.
